Description

Electronic timestamps, which are according to RFC 3339 and 3161, are used for temporal traceability of electronic transactions with evidential value. This also applies  for log and audit information in order to control and audit crucial service nodes’ activities. Evidences may be provided to end entities to be kept for proof purposes as for capturing the time instant that a given data was produced (e.g., electronic signatures, documents).

The e-SENS will not provide its own BB for the time-stamping service when domain applications are in place or piloting domains use time stamping services that they trust. To ensure cross-border/-domain interoperability, the e-SENS just restricts choices to appropriate standards for formats of time stamps, cryptographic suites to be used and functionalities/protocols to be supported by time-stamping clients and servers. This is given by the ETSI TS 101 861 Time Stamping Profile.

When time-stamping services are used, cross-border/-domain trust to their providers must be ensured. On the one hand, time-stamping services must be provided by following the security requirements outlined in ETSI TS 102 023. To facilitate the evaluation of trustworthiness and quality status of time-stamping services and their providers, their details should be maintained and publicly made available in the Trusted List to be provided for the e-SENS.

This ABB also covers Network Time synchronisation, as defined by the Network Time Protocol (NTP) according to RFC 5905. NTP functionality is provided by all modern operating systems. The NTP system clock shall be set to a median error less than 1 second, with a maximum deviation of 2 seconds, which is assumed to be sufficient for the needs of the e-SENS piloting domains.
